O Ministério de Ciência, Tecnologia, Inovações e Comunicações deve liberar R$ 36 milhões do orçamento previsto da Rede Nacional de Ensino e Pesquisa e, assim, espera superar o risco de desconexão da internet de universidades e institutos federais de ensino.
“Tudo tem solução. O diálogo existe. E existe um compromisso nosso de que será resolvido. A questão está resolvida, posso afirmar. É uma decisão de governo”, afirmou nesta terça, 2/8, o ministro Gilberto Kassab, após participar de audiência no Senado Federal sobre o Marco Legal de Ciência e Tecnologia.
Segundo o MCTIC, a posição é de buscar a garantia de pelo menos a parcela que cabe à pasta nos repasses à RNP, o que significa liberar os R$ 36 milhões previstos, do bolo de R$ 136 milhões que constam no Orçamento de 2016, mas incluem aí cerca de R$ 100 milhões do Ministério da Educação.
Como até agora não houve nenhum repasse, a RNP discutiu internamente que o corte se daria nas conexões, que representam cerca de 51% do custeio, e já preparava a relação das primeiras universidades a ficarem sem internet caso o dinheiro do orçamento continue bloqueado.
A decisão é soltar pelo menos a parcela do MCTIC, ou cerca de R$ 36 milhões. Mas a confirmação só virá mesmo em rodadas de negociação sobre liberações de orçamento que ainda acontece até o próximo mês. Setembro é o prazo que a RNP prevê como limite, tendo em vista o que ainda tem de caixa. A partir daí, teria que cortar gastos e o principal alvo são as conexões em universidades do interior.
